You have two options.
One you could take a juta taxi which is the higher end cost, ussually posted in the airport.
or
Two, you could take the local taxi which is fairly safe. It is a short distance from the airport to Gloucester Ave and it is the general route for the local taxi. The last time I was there it cost J$50 which equates to approx US$1.
Just get in the taxi and tell the driver where exactly it is that you wish to go and he will let you off right there. Don't be perturbed if you notice other persons getting in the taxi, the local taxi ussually carry a total of four persons, one in the front and three in the back, unless you are prepared to pay for the additional seats. Also it gives you a chance to mingle with the locals.

Considering Gloucester Ave is just 5-10 minutes away, dont pay more than US$15. You could walk it if you had no luggage. There are official JUTA rates posted at the exit and should be a standard set rate. It is possible to get a much less rate but if this is your first time to Jamaica stick to the Official Tourist Taxis (JUTA).
